Need spam filter that passes by exception

rather than blocking by exception.  i need to accept only traffic with specific phrases in the body of the email and block everything that does NOT contain those phrases.

essentially, we must assume everything is spam unless it meets certain locally defined criteria. 

is it possible to bend the brightmail appliance to our needs?  if not, does such a product exist anywhere?
